We can see isolated events like this article in the news every once in a while, but there is also the filmography aspect to this whole situation. My favorite example of this would be the movie "Training Day" with Denzel Washington and Ethan Hawke. This movie was about a corrupt officer just like Perez that did unethical acts to get himself out of trouble with the Russian mob. The media does make it seem like its running rampant, although i'm not sure how much that is actually true.
